All Casinos in Louisiana have to be on water, or on Native land. Until recently, it actually had to take place while moving over water, so people would have to load up on the riverboat then wait for it to leave the dock before they could start gambling. The boats would then circle around the lake until returning to the dock, though I think now they stay docked all the time.
